About the 2024 revision:
We are in the process of updating our neighborhood association charter. The proposed Charter was drafted by committee and unanimously accepted by the full Board of the Northeast Neighbors. Our goal is to have the proposed Charter endorsed by you, our friends and neighbors, and delivered to the Office of Equity & Community Engagement at the City of Eugene by October 31, 2024.
The reasoning behind drafting a new Charter was twofold; first, it was to comply with the City of Eugene Resolution 5408 which required all neighborhood associations to include an equity statement in their charters. Secondly, it was an opportunity to separate the City Council-approved charter from our neighborhood bylaws. If a neighborhood association chooses not to separate its charter from its bylaws, any future changes to its combined documents would require review and approval by the City Council, which can be a very slow process. The benefit to us is that if you endorse the Charter and the City Council approves it, then we get to decide how to conduct the bylaws updating process and the City staff does not have to get involved. In the past, some associations that combined their charter and bylaws have waited over two years to get approval for changes to their combined documents.
We will hold a hybrid meeting to ask for your endorsement of the new Charter so we can forward it to the City staff for final approval. Your endorsement is important to us so please join us online or in person at our Annual Meeting on September 17th, 2024.
